WHAT IS THE PACT ACT?
The Sergeant First Class Heath Robinson Honoring Our Promise to Address Comprehensive Toxics (PACT) Act expands VA healthcare and disability benefits for veterans exposed to toxins during service. A presumptive condition means the VA assumes your illness is service-connected if you served in specific locations during designated periods and have a qualifying diagnosis. No need to prove a direct link (nexus) — claims are faster and easier. Since 2022, the PACT Act has approved over 1.59 million claims with a 74.9% approval rate as of 2025.

• Male Breast Cancer: Now recognized for toxic exposure.

• Urethral Cancer and Cancer of the Paraurethral Glands: Newly included cancers.

• Leukemias (Acute/Chronic), Multiple Myelomas, Myelodysplastic Syndromes, Myelofibrosis: Effective January 10, 2025, for Gulf War and post-9/11 veterans.

• Urinary Bladder, Ureter, and Genitourinary Cancers: Effective January 2, 2025, for similar exposures.

Diagnosed with one of these? If you served in a qualifying location, you’re likely eligible for benefits — even if a prior claim was denied.

New Presumptive Locations
The PACT Act now includes additional locations where toxic exposure is presumed:

• Enewetak Atoll (Jan. 1, 1977–Dec. 31, 1980):: Nuclear cleanup radiation exposure.

• Palomares, Spain (Jan. 17, 1966–March 31, 1967): B-52 bomber crash cleanup with nuclear weapons.

• Thule Air Force Base, Greenland (Jan. 21, 1968–Sept. 25, 1968): Response to a B-52 crash with nuclear weapons.

• Expanded Regions: Includes Gulf War/post-9/11 veterans (e.g., Iraq, Afghanistan, Somalia) and Vietnam-era veterans (e.g., Thailand, Cambodia).

Served in these areas?
You may qualify for benefits without proving exposure. Presumptive service connection means VA accepts the link between your service and certain conditions, so you do not have to prove exposure yourself.
